In states with more than one Medicaid managed care program we reviewed the contracts for all programs. If a measure was collected or used by at least one of the programs, we included it in our data.

Notably, all of the measures in Table 1 are Healthcare Effectiveness Data and Information Set (HEDIS) measures or included in at least one of the CMS core measure sets. In addition, CMS and the National Committee for Quality Assurance (NCQA) both produce national performance metrics that states can use as performance benchmarks.
