In almost all of these 13 states a large portion of the population lives in rural areas, which are more likely than urban areas to have a shortage of primary care providers (PCPs). The strategies could, however, be implemented via MCO contracts or even in fee-for-service programs. Idaho also offered flexibility to providers.
