States Use Appendix K and Emergency Waivers to Support Home- and Community-Based Services in Response to COVID-19

Updated June 29, 2023

To help Medicaid enrollees get the long-term services and supports they need during the COVID-19 crisis, states used waivers and amendments to incorporate more flexibility into their programs. Many states used these tools to modify their home- and community-based services for older adults and their family caregivers during the crisis. NASHP’s Appendix K interactive map, supported by The John A. Hartford Foundation, tracked each state’s Appendix K flexibilities in modified 1915 (c) and 1115 waivers and included information about flexibilities in COVID-19 Public Health Emergency Demonstration 1115 waivers. NASHP also published a blog in 2020 titled States Race to Secure Home- and Community-Based Services during COVID-19.

Please note: This Appendix K tracker is no longer being updated as of June 30, 2023. To find out about state plans to sustain flexibilities after the end of the COVID-19 public health emergency, check out our new tracker.
