Map: ARPA Initial Plan Proposed Supports for Family Caregivers

The American Rescue Plan Act (ARPA) increases the federal medical assistance percentage (FMAP) by ten percentage points for home and community-based services (HCBS) between April 1, 2021 and March 31, 2022. Following the passage of ARPA, states are submitting their plans to CMS on how they propose to spend this additional funding. Thirty states have proposed initiatives within their plans that can support family caregivers, including the following:

Respite (12 states)
Training and education (17 states)
Payment to family caregivers (7 states)

Together, these state plans would represent a significant investment in family caregivers and the care they provide. States include a range of supports: Tennessee proposes a time-limited expansion of access to certain caregiver benefits such as respite, assistive technology, adaptive equipment and minor home modifications under certain waivers; Indiana proposes a caregiver support grant for technology to reduce caregiver loneliness. States’ plans are still subject to approval by the Centers for Medicare and Medicaid Services (CMS) and NASHP will continue to update information as states plans are approved.
