Learning Intensive on State Oversight of Medicaid Managed Long-Term Services and Supports for Older Adults and Adults with Disabilities: Request for State Applications

The National Academy for State Health Policy (NASHP) in partnership with Arnold Ventures, invites state applications to participate in a 15-month technical assistance opportunity to strengthen oversight and accountability of Medicaid managed long-term services and supports (MLTSS).  

With roughly half of states operating MLTSS programs for Medicaid beneficiaries (older adults and persons with disabilities), states are seeking to strengthen their oversight of these programs to ensure value and improvement in the health and well-being of beneficiaries.  

Through this technical assistance opportunity, NASHP will support three states in strengthening oversight of their MLTSS program in areas such as: 

  • Data collection and analytics 
  • State strategies to incentivize long-term services and supports reform (i.e., rebalancing spending to improve access to home and community-based services, improving care transitions, or encouraging greater care coordination) 
  • Innovative oversight approaches for Medicare/Medicaid integrated models 

What’s In It for States?

Over the course of the learning opportunity, which will begin in May 2024, each state team will receive the following support: 

  • Monthly virtual meetings with NASHP 
  • Access to outside experts who will provide technical assistance for the state’s identified policy priority area(s) 
  • Opportunity to engage in peer-to-peer learning with other states during quarterly meetings 
  • In-person site visits  

During the learning intensive, states will: 

  • Set measurable goals for improvement in the states’ identified policy areas and outline strategies they wish to use to improve performance  
  • Apply technical assistance to develop action plans and take steps to achieve their goals  
  • Participate in monthly meetings to track progress and troubleshoot barriers  
  • Share approaches and promising practices with other states during quarterly meetings 

State Team Composition

NASHP plans to offer three states the opportunity to participate in this learning intensive. NASHP is especially interested in state teams that have a strong desire to enhance oversight capabilities of MLTSS as they move toward more integrated models of care delivery (i.e., Medicare/Medicaid alignment for dual eligibles).  

State teams should be comprised of at least one state Medicaid leader with decision-making authority in the area of MLTSS oversight and compliance, such as directors or deputy directors of Medicaid managed care.

Application Requirements

Team membership: Names and roles of team members if selected. 

State goals: Applicants should describe specific and measurable policy goals they want to achieve within the 15-month timeframe. This should include identifying current challenges within the areas outlined above and how they are seeking to address them.  

Capacity: Strong candidates should demonstrate foundational planning and capacity to address MLTSS oversight and have a state leader with decision-making authority as the team lead on this project.  

Use of resources: Applicants should describe how they will use the technical assistance to make progress on their goals. 

Technical assistance needs: Applicants should describe what specific expertise, technical support, and other resources would be helpful in making progress.
