NASHP Launches New Project to Strengthen State Oversight and Accountability of Managed Long-Term Services and Supports

The National Academy for State Health Policy (NASHP) is pleased to announce a new initiative to work with states to strengthen oversight and accountability of managed long-term services and supports (MLTSS) plans, with a particular focus on payment strategies.

This two-year cross-learning and technical assistance project will engage state health policymakers on state goals for MLTSS programs including:

  • Supporting the long-term services and supports (LTSS) workforce
  • Quality and outcome improvement
  • Rebalancing Medicaid LTSS spending toward home- and community-based services
  • Coordinating across sectors to address the complex needs of LTSS populations

Project activities will include peer discussions, presentations from state and national experts, and ongoing technical assistance with state teams.

With roughly half of states operating MLTSS programs for Medicaid beneficiaries who are older adults and adults with disabilities, states are seeking proactive oversight of MLTSS programs to ensure they are containing costs while driving toward value and improving the health and well-being of beneficiaries. The specific needs of older adults and individuals with disabilities, and the service mix across institutional care and home- and community-based services, adds complexity to the program design, oversight, and accountability of the managed care arrangement. In particular, payment approaches such as rate setting, case mix, and alignment with Medicare for dually eligible beneficiaries are complex.
