The National Academy for State Health Policy (NASHP) in partnership with Arnold Ventures invites state applications for its 2023–2024 Hospital and Health System Financial Data Learning Collaborative.

This learning collaborative will engage up to six teams of state leaders to educate and empower states on how to use hospital and health system financial data to help them achieve state policy goals.

State leaders are seeking to lower health care costs while maintaining access to quality care, which requires balancing patient price and spending management with supporting hospitals’ and health systems’ overall financial health. Hospital and health system financial data are a rich source of information on the performance of hospitals and health systems and can provide states with information that is unavailable from other resources. However, many state policymakers are challenged to understand the true financial status of hospitals and health systems in their states. Hospitals have multiple revenue sources in addition to payments for patient care that include supplemental federal funds, state and municipal bonding, the 340B drug program, hospital-owned businesses, stock market investments, and more.

Hospitals and health systems are at the center of state health policy. Without an understanding of key hospital and health system data, states are at a disadvantage and may not be well positioned to advance policymaking to achieve their cost containment, quality, equity, and other goals.

In this learning collaborative, NASHP will assist states in their understanding of hospital and health system data and how to effectively use these data to advance states’ policy goals through a yearlong learning collaborative of three phases:

  • Phase 1: Understanding Hospital and Health System Financial Data
  • Phase 2: Understanding and Use of NASHP’s Hospital Cost Tool
  • Phase 3: Using Hospital and Health System Financial Data for Policy Interventions — Lessons from NASHP’s Experts and States

What Is in It for States?

Selected states will receive technical assistance from NASHP and other experts on hospital and health system data through materials and monthly group convenings and on an individual basis, as needed, over a one-year period.  States will learn from other states’ experiences using these financial data for policy interventions. States will also learn how to use these data with other data for administrative or legislative policymaking as well as understanding the limitations of these data. States will have access to a toolkit of resources that will be developed as part of this learning collaborative.

Additional priorities of states may be identified from the state application process and the project planning process.

Team Composition

NASHP plans to offer six states with existing staff/resources the opportunity to be part of this collaborative. NASHP is especially interested in state teams that have a strong desire to learn more about hospital and health system financial data and how to use the data for future policymaking across state agencies. States that collect these financial data and want to learn more about uses of the data beyond public reporting are also encouraged to apply.

Teams can include up to four members. NASHP recommends state teams include members, such as:

  1. Member of a health policy oversight entity with financial or financial data collection experience
  2. Member of a health department with financial data collection experience
  3. Member of a Medicaid agency with experience in financial data and collects or regularly uses hospital or health system data
  4. Member of a state budget agency such as a budget analyst or finance expert who makes recommendations about hospital and health systems financial support
  5. Member of an insurance department experienced in reviewing rate filings
  6. Members of a state employee health plan with responsibility for hospital or health system contracting

Application Process and Selection

To be considered for this learning collaborative, states must submit a short application.

  1. In this application, state leaders must:
    1. Commit to participation in the project for one year
    2. Demonstrate the capacity to receive TA
    3. Agree to actively participating in the learning collaborative which includes virtual monthly convenings, check-in calls, webinars, and up to two in-person meetings
    4. Identify a history of or commitment to future cross agency collaboration.
  2. Submit the application no later than 5 p.m., September 12, 2023, to Zoe Torrey (ztorrey@nashp.org).
  3. NASHP will review states’ applications and select states to participate in the learning collaborative. All states that applied will receive notifications the week of September 25, 2023.
